I designed this mob farm 3.5 years ago. The game has changed since then.

Check that you're not in peaceful mode. Also, make sure mobs aren't spawning nearby underground. This is why I recommend building at Y-level 200.

Assuming your game mode isn't set to peaceful (derp), if it's not working then it could be due to an update that changes how lighting goes through half slabs. If so, try replacing them with full blocks and see if that works.
