Are mine carts working correctly in other worlds? And which minecraft version are you running? I cant find anything from Google about this type of issue and pasting into the 1.8.3 seems to work fine for me. double check your controls and remap the use item/place block key and see if that helps.

To play the mini game just equip a bow and have as many arrows as you please and try to shoot the targets in the tunnels to turn the other track into the lava trap zone. arrows will stop your cart if fired incorrectly or on an incline so be sure not to shoot too late or soon.
