Forgot to mention, i didnt fully understand that players had to be in a certain radius of a spawner (16) blocks, If you are an operator or something i would recommend getting the Spawnersilk mod then look at the spawner and type in /editspawner maxblockraduis 45 (i dont know if that is correct) or you could change it in the plugins, you could also do this pure vanilla but just use ai to do that
