Are mine carts working correctly in other worlds? And which minecraft version are you running? I cant find anything from Google about this type of issue and pasting into the 1.8.3 seems to work fine for me. double check your controls and remap the use item/place block key and see if that helps.

I like the scale of this. used it for a small kid themed parkor with a redstone light at top for a theme park attraction.
